 - Assign responsibility for employment equity to a senior official (At the University of Ottawa, that person is Louise Pagé-Valin, associate vice-president, human resources.)

 - Analyze workforce data 
  
 - Review employment systems
  
 - Establish employment equity goals (qualitative and quantitative)
  
 - Develop an employment equity plan
  
 - Adopt special measures and reasonable accommodation
 - Establish and maintain a positive work environment
  
 - Adopt monitoring procedures
  
 - Allow federal officers to examine equity records onsite
