François Fortier

François Fortier (BSc, MA, PhD) is Assistant Professor of Globalisation and International Development at the University of Ottawa. He has done research, teaching, and programme management since the early 1990s on issues of the knowledge society. He has investigated various relationships between power and information technologies, while advising numerous international organisations and governments on such technologies and knowledge management in the context of development. He has also led knowledge and change management for several United Nations agencies, and contributed to the formulation, implementation, and evaluation of information technology strategies and programmes in over 40 countries.

Dr. Fortier is currently Director of the OpenNet Initiative Asia, a research and policy project jointly implemented with the universities of Toronto, Harvard, Oxford, and Cambridge. The project seeks to better understand electronic surveillance and censorship practices throughout Asia while engaging policy-makers on the implications of such practices. His published work includes Virtuality Check: Power Relations and Alternative Strategies in the Information Society (London: Verso, 2001).
