India–Pakistan experts agree on steps to lower nuclear tension between the two countries
OTTAWA, October 8, 2013 — A group of senior retired officials and academics from India and Pakistan has reached a consensus on a set of Elements of Strategic Stability in South Asia. The elements outline a series of steps that the governments of India and Pakistan could take to lower the tension between them in terms of their nuclear arsenals and to achieve stabilizing reductions in their resources.

The agreement was achieved during a series of meetings held as part of the Ottawa Dialogue, an ongoing program featuring discussion of nuclear relations, both strategic and civilian, between India and Pakistan. The program is led by University of Ottawa professor Peter Jones of the Graduate School of Public and International Affairs.
The Ottawa Dialogue is a suite of Track Two projects dealing with stability and security in South Asia. This document resulted from a dialogue aimed specifically at nuclear issues between India and Pakistan. One of the meetings took place in Copenhagen and was sponsored by the Danish Foreign Ministry and the Near East South Asia (NESA) Center for Strategic Studies at the National Defense University in Washington, DC.
