A statute is a binding piece of legislation. A bill is a statute before it reaches this stage and receives Royal Assent. A regulation is issued by the executive branch of government pursuant to a statute.

3. Consider this fact scenario. Sam has discovered his next door neighbour, Tim, has been videotaping all of Sam's activities through the window of his house and is now considering selling the results to others. Sam does not have any blinds or window shades his windows so anyone passing by his house can see inside. You read a few months ago that Ontario was considering enacting a statute called the Breach of Privacy Act that would establish a civil claim for breach of privacy and think it could be useful.
