Vision 2010: The Consultation Process
Phase 1: January and February 2004
Roughly 3000 University employees and more than 2000 students received an e-mail message asking them to express their concerns for the future; this initial consultation allowed us to raise hundreds of questions for the planning exercise itself. At the same time, the members of the Administrative Committee, the deans and a number of service directors met to establish the framework for the institutional principles that would drive the planning process. In the end, the consultations led to the creation of 12 roundtable forums.
Phase 2: March - June 2004
The roundtable forums put forward a position in response to each question they found relevant; they also set objectives, proposed ways in which to attain those objectives, and identified the performance indicators to measure progress. If needed, the results of the deliberations were submitted to other discussion groups interested in the topic at hand. At the end of this phase, the roundtable forums produced a white paper on their respective themes.
Phase 3: July - September 2004
The entire range of recommendations from all the white papers were combined into a discussion paper on strategic institutional directions. At the end of August, the discussion paper became the subject of preliminary consultations with the roundtable forums.
Phase 4: October - December 2004
The discussion paper was submitted to the University community, to our partners and to the external community for feedback on the proposed strategic directions. This consultation was subsequently followed by the publication of the final version of the strategic institutional directions.
Phase 5: January - March 2005
Faculties and services submitted their strategic plans, in keeping with the University-wide plan.
Phase 6: April - August 2005
Priorities were set for faculty and service plans, including a feasibility analysis.
Phase 7: Fall 2005
A global plan was presented to the Senate and the Board of Governors, outlining all the actions that will be undertaken by the University, the faculties and the services in the next five years.
