Terms of Reference

Establishment

The Committee on Academic Planning was established on December 6, 1965 by resolution 4.74 of the Senate; amended by resolutions of the Senate on May 3, 1976 (75 76.176), on July 4, 1978 (78-79.10) and on April 6, 1987 (86-87.38), of the Executive Committee of Senate on January 22, 1996 (E 95-96.89) and of the Senate on September 12, 2005 (2005-2006.13), on February 4, 2008 (2007-2008.52), on June 2, 2008 (2007-2008.86) and on September 8, 2008 (2008-2009.13).

Status

The Committee on Academic Planning is an advisory standing committee of the Senate. Its mandate is to ensure the academic development of the University, in all its dimensions.

Functions
  1. Study the short and long-term plans of academic development of the University, and, more specifically, the creation of new academic units.
  2. Study the draft five-year academic development plan prepared by each faculty, research centre and institute and make recommendations to the Senate as to the formulation of a comprehensive five-year academic development plan for the University.
  3. Put into operation and supervise, according to a schedule to be established by the Committee itself, a system for the periodic evaluation of the quality and relevance of the programmes of study and/or research in each academic unit according to the procedures laid down for this purpose. In the establishment of this schedule, the Committee shall take into account the other evaluations made by accredited external bodies. The Committee studies, as they become available, the evaluation reports of each academic unit and makes appropriate recommendations to the Senate on the development, maintenance, expansion or reduction of the activities of the unit concerned.
  4. Submit annually to the Senate recommendations on the implementation of the development plan for the coming year. More specifically, these recommendations shall relate to:
    1. updating the development plan having regard to the evaluation made during the preceding year of the programmes of study and research in certain academic units;
    2. authorizing new programs of study taking into account the overall academic development plan established by the Senate;
  5. Submit annually to Senate recommendations on the financial objectives and the investment priorities that will enable the University to reach its academic objectives.
  6. Create and abolish research institutes, research centres, and chairs.

  5. the Deans and the Chief Librarian
  6. the Directors of the Student Academic Success Service, the Co-operative Education Programs and the University of Ottawa Center for Continuing Education
  7. two student senators, one undergraduate and one graduate, appointed by the Senate for a one-year term
  8. the University Registrar
Officers
  1. Chairperson: the Vice-President Academic and Provost
  2. Secretary: the Secretary of the University
Meetings

The Committee meets as often as required to perform its functions, at the call of its Chairperson.

Relations

The Committee reports regularly to Senate.

Quorum

Fifteen members, including the Chair, constitute a quorum.

Voting

All motions will require a majority of votes, except for the abolition of programs in French which will need 2/3 of the votes.
